Introduction

I am very pleased to welcome you to the Leicester, Leicestershire and Rutland Local Resilience Forum (LRF) website.

The LRF was formed in January 2005 as a consequence of the Civil Contingencies Act 2004, and is based on the Police Force areas.

During 2007 we carried out a comprehensive review into the way in which the LRF was structured. This brought about a change to our management strategy and the way in which contingency planning activities are co-ordinated. Since that time there has been a clear improvement in governance and resource management, which I believe will fully support our objectives for the the coming years.

We recognise that not all of our activities can be pre-determined, so it is essential that we are both dynamic and flexible when unforeseen events occur

Whatever the incident, the LRF are able to provide sound strategic guidance and leadership when necessary.

About us

The Local Resilience Forum is a multi-agency group committed to making Leicester, Leicestershire and Rutland a safer place by ensuring that we and our partners can respond effectively when incidents do occur.

The purpose of the Local Resilience Forum is to ensure effective delivery of those duties under the Civil Contingencies Act that need to be developed in a multi-agency environment. In particular, the Local Resilience Forum process should aim to deliver:

Members

The Local Resilience Forum consists of Category One Responders - namely the three emergency services, ten local authorities, six primary care trusts, local acute health trusts, the Health Protection Agency and the Environment Agency. Other organisations on the Local Resilience Forum include the Government Office for the East Midlands, and the Military’s Joint Regional Liaison Officer.

Meetings

The Local Resilience Forum meets quarterly / or when required.

Lead Officers

The General Working Group has identified lead officers for specific subject areas who will represent the LRF at local, regional and national events. The lead officers are responsible for liaising with all interested parties on a regular basis to review incidents, equipment and procedures. Lead officers are also responsible for the review and updating of contingency plans within their field of expertise.

Constitution Document

The purpose of the Constitution Document is to explain how Civil Contingency risks are identified, assessed and plans prepared which detail how we will deal with a risk based event and its consequences.

Civil Contingencies Act 2004

The Civil Contingencies Act 2004 replaces both the Civil Defence Act 1948 and the Emergency Powers Act 1920, and addresses the contingency planning and emergency management responsibilities of local authorities (and other agencies, such as the emergency services), as well as providing the framework by which the government may invoke emergency powers.
